Specialist ESOS fleet audits with site-based analysis, energy-saving recommendations and support for Lead Assessors

Specialist ESOS Phase 4 Transport Audits

Turn a mandatory transport audit into a practical plan for reducing fleet energy use and costs

Transport is an important part of the Energy Savings Opportunity Scheme, particularly for organisations operating significant fleets. However, the transport section of an ESOS assessment sometimes gets far less attention than buildings and industrial processes.

A specialist ESOS transport audit gives you the opportunity to understand how energy is being used across your vehicles, identify achievable improvements and develop recommendations based on how your fleet operates in the field.

Discuss your ESOS Phase 4 transport audit

We work with qualifying organisations and ESOS Lead Assessors to provide detailed, site-based transport audits for Phase 4. The findings can support your wider ESOS assessment and become the starting point for a practical strategic fleet programme.

Does your organisation qualify for ESOS Phase 4?

ESOS is a mandatory energy assessment scheme for large UK undertakings and corporate groups containing a large UK undertaking.

Your organisation may qualify if, on 31 December 2026, it meets either of the following conditions:

  • It employs 250 or more people
  • It has an annual turnover exceeding £44 million and an annual balance sheet total exceeding £38 million

The rules apply at corporate-group level. If one UK undertaking within a group qualifies, other UK undertakings within that group may also need to participate.

Qualification can be more complicated for organisations that have recently grown, subject to acquisitions or mergers. Your ESOS Lead Assessor or professional adviser should confirm whether the organisation is required to participate.

Key ESOS Phase 4 dates

  • 5 December 2027: Compliance notification deadline
  • 5 December 2028: Action plan deadline
  • 5 December 2029: First progress update
  • 5 December 2030: Second progress update

Why specialist fleet knowledge matters

Vehicle operations expertise

ESOS assessments cover energy used across buildings, industrial processes, transport and other organisational activities. Most ESOS Lead Assessors come from an energy or buildings background and may not have the same depth of knowledge about transport and vehicle operations.

Clear and actionable fleet recommendations

Without specialist knowledge, transport recommendations can often be generic, for example:

  • Encourage more efficient driving
  • Maintain correct tyre pressures
  • Consider electric vehicles
  • Improve route planning
  • Use the existing fleet more efficiently

Great starting points, but they don’t tell you what will work, projected savings or how to implement recommendations.

That’s where Manage Your Fleet comes in. We find all the energy saving opportunities available to your transport operations.

We have more than 20 years of fleet experience. My role is to apply that expertise to the transport element of the assessment, working alongside your internal ESOS team or external Lead Assessor.

What does an ESOS fleet audit cover?

The exact scope depends on your operation and the fleet’s contribution to total energy consumption

The audit examines 12 months of transport energy use which must include the qualification date. The transport audit covers:

  • Company cars, vans and commercial vehicles used for business
  • Employees’ private vehicles used for authorised business travel
  • Hire cars and other qualifying transport activities

An ESOS fleet audit is not a desktop exercise

We visit at least one operating site, review the vehicles, data, policies and replacement plans, and speak with relevant managers, drivers and your ESOS Lead Assessor.

This ensures the recommendations reflect how your fleet operates in practice.

Finding practical energy and cost savings

Prioritising ESOS audit recommendations

A detailed fleet energy audit can identify improvements across driver behaviour, telematics, routing, maintenance, vehicle specification, right-sizing, replacement planning, electrification and grey-fleet management.

Each recommendation is assessed against your operation and prioritised by its likely impact and practicality.

Could your business realise savings of 10 to 20%?

Audits completed to date have identified potential short-to-medium-term energy and fuel-cost reductions of around 10 to 20%, excluding full electrification. For a fleet spending £3 million a year on fuel, that could represent savings of £300,000 to £600,000.

These figures are indicative. The savings available will depend on your fleet, its current performance and the measures implemented.

From ESOS compliance to a strategic fleet programme

Phase 4 requires an action plan and annual progress updates, so recommendations need to be practical and measurable.

Our ESOS fleet audits often identify ten or more improvements, prioritised by:

  • Potential energy and cost savings
  • Implementation cost and timescale
  • Operational practicality
  • Wider safety and compliance benefits

From mandatory audit to strategic fleet managment

The resulting report supports your wider ESOS assessment and can form the basis of a strategic fleet programme, covering immediate efficiencies, future vehicle replacements and transition to electrification.

How the ESOS fleet audit works

1. Establish the scope

We speak with the organisation and its Lead Assessor to understand the wider ESOS process, the fleet’s energy use and the work already completed.

2. Gather and review the evidence

We identify the relevant fuel, mileage, vehicle and operational data. Where gaps or assumptions exist, these are examined and documented.

3. Visit the operation

We visit at least one site, inspect the fleet and speak with managers, drivers and other stakeholders. This provides the operational context that cannot be obtained from spreadsheets alone.

4. Analyse the opportunities

We assess how vehicles are specified, maintained, driven, replaced and managed, identifying practical measures for reducing energy consumption.

5. Produce the transport audit

The findings, calculations and recommendations are documented for inclusion within the wider ESOS assessment.

6. Develop the next steps

Where required, we can help turn the recommendations into a prioritised fleet strategy and support their implementation beyond the audit.

The final ESOS assessment must be reviewed and signed off by an approved ESOS Lead Assessor and the appropriate corporate officers. We work with your existing assessor or provide the specialist fleet resource needed.

The compliance deadline is 5 December 2027, but a useful fleet audit takes time to scope, research and complete. Starting early gives you more time to address gaps in the data, involve the right people and develop recommendations your organisation can act upon.
